本支柱以服务国家海洋安全保障与区域防灾减灾为根本定位，以构建“空天陆海潜”立体观探测智能化系统与谱系化数值模拟预报系统为核心任务，充分利用空间智能与边缘计算等前沿技术，打造海洋环境数字孪生体（“海镜”）与任务智能体（“龙王”），为辅助海上行动决策提供关键科学支撑。

This pillar is oriented towards serving national maritime security and regional disaster prevention and mitigation. Its core mission is to establish a stereoscopic observation and detection system, along with a systematic numerical simulation and forecasting framework. By leveraging cutting-edge technologies such as spatial intelligence and edge computing, it aims to create a digital twin of the marine environment (referred to as "Marine Mirror") and a mission-intelligent entity (referred to as "Dragon King"). These initiatives are designed to provide scientific support for assisting maritime operational decision-making.
